when upgrading from CFx to CF9 or CF9 to CF9.0.1 sometimes the ODBC service is put on a different port. All existing DSN's and the CFADMIN itself is operating on the old port so neither work and new DSN's cannot be created.

upgraded 2 servers running CF8 to CF9, then upgraded them to CF9.0.1 with same issue

ODBC services are installed on different ports  sometimes when upgrading from previous version of ColdFusion. This results in existing MS Access DSN's not working and errors that ODBC service is not running in the cfadmin when trying to create a new one.
