Problem Description:
despite what the "Enable ColdFusion Event Gateway Services " says in cf admin:

"Enables the ColdFusion event gateway services. These services can pass events from external sources to ColdFusion components that you specify. Changing this setting starts or stops the services immediately."

it takes a service restart for this setting to have any effect (including via adminAPI). we recently began fully automating new application installs & have consistently seen this issue--we gnawed our own arms off for 2 days w/java.lang.NullPointerException errors after stumbling over the "Changing this setting starts or stops the services immediately" wording.

short of fixing the problem i guess the cheapest solution is to simply add "Requires service restart" to that menu.

Steps to Reproduce:
on a new server install, turn on the "Enable ColdFusion Event Gateway Services". try adding a gateway instance (messaging or CFML for instance). the new gateway instance won't start & will report something along the lines of "Event Gateway Services not started".

Actual Result:
new gateway instances don't start.

Expected Result:
new gateway instances start. 

Any Workarounds:
restart cf server service.
