Updates page throws exception when session variables disabled

1) On CF Admin's "Memory Variables" page, disable Session Variables
2) In CF Admin, try to view the ColdFusion Archives page
3) See user-friendly message (good)
4) In CF Admin, try to view the Updates page
5) See exception: "The requested scope session has not been enabled." (bad)

The Updates page should display the same user-friendly message (below) that the ColdFusion Archives page does. That message is:

Sorry, but in order to use this application, you must enable session variables. You may do so by enabling session variables on the "Memory Variables" page.
