Problem:
Uninstalling applied hotfix as a non-root user allowing users to uninstall. This should be prevented 
Method:
In the Uninstaller logs it was showing 2 NonFatalErrors
1. 
Modify Text File - Single File:   New File C:\Program Files\cfhotfix.txt
                          Status: ERROR
                          Additional Notes: ERROR - java.io.FileNotFoundException: C:\Program Files\cfhotfix.txt (Access is denied)
2. Failed to clean the directory
                          Status: ERROR
                          Additional Notes: ERROR - Failed to delete files under directory:C:\ColdFusion10\cfusion\lib\updates
                                            ERROR - Unable to delete file: C:\ColdFusion10\cfusion\lib\updates\chf10000001.jar

Result: Able to un-install hotfix from console with a non-admin mode

Expected: Should not be able to un-install
