Problem Description: tried to set up a scheduled task with the url of 
http://local.dev/index.cfm?event=select:clearlocks
Scheduled task interface in cf admin refused to accept it ("URL is specified in wrong format.")

Steps to Reproduce:
try that url in your own cf admin

Actual Result:
URL is specified in wrong format.

Expected Result:
scheduled task created successfully

Any Workarounds:
URL encode the ":"
http://local.dev/index.cfm?event=select%3Aclearlocks

I'm still seeing this issue in Coldfusion 10 Update 14.

I should not have to encode this value when entering a url for a scheduled task.

The fix for this bug is available in the pre-release build of ColdFusion 10 Update 16
